Hearing French. Would it be safe to say this is Lao National out of Vietnam or Romania?

Don't assume anything - listen for the ID at the top of the hour or on the half hour; many of the larger broadcasters do this regularly

And please post things in the correct forums - broadcast stuff like this belongs here (where I'll move this logging in a moment)
