Hmmm...looks very similar to a X06c (Mazielka) variant plot, shown here...

Since the images in that wiki often lack scales the two signals do look similar, but in actuality they are not.

Yes, both X06 (all variants) and the signal nick posted an image of have 6 tones. But the frequency steps of the tones are not similar. X06 uses 6 tones with 175 Hz between top and bottom tone (the tones all fall between 840 and 1015 Hz). In nick's image it is obvious that the tones are spread much wider, on the order of 2+ kHz top to bottom.

I would strongly suspect that nick's example might be test tones injected in an SSB transmitter normally used for voice or data, the width of the stepped tones would about cover that in many cases.

A quick scan of the UDXF logs shows nothing for 14971, but several hits on 7900 suggest it might be GMRA Libya. Could be the 14 Mhz frequency is new.

The mode used here is not certain, though. The logs suggest ALE, but that's nowhere near the trace of an ALE signal
