Question Unid Digi 6.960 ID?

Heard in Seattle, WA USA at 2:45utc on 05/06/2017 Unid digi mode (to me) Sample at

Couldn't find a match on any samples sites.

When first tuned it sounded like it was in idle mode or preamble then after a few minutes went into traffic ie the duration and repetitive nature changed to longer bursts and less uniform.

Logs on the UDXF suggest that this might be Russian hams working out of band, although the mode doesn't sound familiar. I am told they often do this to discuss political issues, something their licenses don't allow them to do, to get away (to a certain extent) from prying ears...but this is just a maybe...Mike
