I was thinking about how a CloseCall must work. I imagine that it works like a frequency counter, in that it responds to an unfiltered spectrum and simply displays any strong signal over a pre-defined signal strength threshold.
The other method would be to scan the entire spectrum, then lock on to the strongest. That method can be slow, as it would need to sample as it scan, moving in steps as it goes.
The latter would be the way that the SDRs that we are using could work, unless you expected something within the bandwidth of the SDR. For example, if you were expecting a signal somewhere on 2m, then that's within most VHF SDRs now. Then the programming would be simple. Other than that, the scanner method could be used
