I am currently using the RTL-SDR v1.3 and the q-branch to receive HF. It works, but I feel an up-converter, or perhaps a radio that receives HF, would be better.

The only low-cost SDR I know of is the SDRplay RSP2 that will do HF natively, no up-converter needed.

Would the RSP2 out perform the RTL-SDR with an up-converter such as the Ham It Up or Airspy?

Ultravista,

I have been using Nooelec's Ham-It-Up upconverter for several years and am very happy with it, works pretty well on HF, using a 43 foot vertical antenna. Judicious use of the RF gain to prevent overloading is required.

Also have a HackRF One which does a decent job on HF but runs a few hundred bucks, not especially the optimal rig for what you want though.

Hope you find the receiver you're looking for.
