Exactly what I've wanted to do for a couple years. Only the parts I use would be more off the shelf ones. (cheap dongle at first, likely a RPi, and WiFi module - no GPS)

Where did you see the cost of it?

I looked it up last night, it was 3 or 4 K , it was late so I forget. I also found a Youtube Vid about the same concept/radio that was several years old.

Fascinating play-toy, I can just imagine being able to fly a unit up on to a peak somewhere, if feasible. I have been wondering when the USFS or other agencies will start deploying fire-line portable repeaters via drone onto prominent land-forms. They do frequently deploy such repeaters, placed on a spot that has good coverage of the fire, or division of the fire.

Now there is an interesting idea for battery longevity - fly the drone to the top of a water tower or something, land it, then when the battery gets low fly it back.

Before I was thinking about just hovering which would give you more height, but less operating time.
