I believe there are fleet maps listed as needed per system. Check the place you are looking at in RR and if a fleet map is needed and has been found it will be there

i CANT SEEM TO FIND ANY FLEET MAPS IN RR...AM I LOOKING IN THE WRONG PLACE?

Follow the link, this is an example of a fleetmap, but not all systems have this, mostly only Motorola type I systems.
