Carrier on 453.100 PL 118.8

I was receiving a pretty good signal on 453,100 PL 118.8 this morning. I can't find anything local on this. Any ideas.

Could it be PICKENS COUNTY ?

It got shut off later that day. May have been a test or an equipment malfunction. The database lists 114.8 as the PL tone, but my Kenwood D710 opened squelch on the 118.8 PL. Hmmm.
