I can't speak for Horry County specifically. I can tell you that the only times I hear SCDOT using radios is during a snow event, and those comms are on the DOT 47MHz repeaters listed in the database. The repeater in Spartanburg has been very active today with 3" of snow.

I never hear that channel active during normal operations where I live. Perhaps they're using mobile phones or some other communication system that isn't LMR day to day.

I never hear any DOT ops on Palmetto 800. Their radio shop uses a Palmetto 800 talkgroup that I hear occasionally, but all I hear are units going in service in the morning and out of service in the evening.

This may vary from county to county or region to region, so what's used in the Upstate may not be the same in the Pee Dee or Lowcountry.
