There was an article in a past issue of QST Magazine telling the story of the HAMS that works for the NFL during the Super Bowl, ensuring that there is no illegal transmitters inside of the stadium.
All different kinds of snooping devices used to discover non authorized RF.
Everything from wireless microphones to the helmet radios are all coordinated.
Non coordinated devices are immediately confiscated.
I doubt if they will get a fine, because as long as it is non encrypted, the frequency used wouldn't change and the NFL already has the frequencies used and the type of encryption.
It is just another way to generate media hype to get the morons to follow the news so as to generate more interest, since it has been reported that Thursday Night Football is not coming back next year due to low ratings.
Actually their ratings would be higher, had it not been moved to The NFL Network, which only comes with a Premium Cable Package!

Reading between the lines
a. The NFL controls the Radio Network
b. When using the NFL Headset to Radio, the NFLhas the Repeater tied into the Play Clock where it disconnects the communication at xx Seconds
c. If using the Two-Way Radio, maybe the Giants were on Simplex, there-by By-passing the Play-Clock lock-out of the Repeater ?

So much we will never know, as the NFL lies. (And not just because of TB12)
Just go back to a many Years ago Monitoring Times article on the helmet radios.
The NFL indicated 800/900 Mhz - turns out they were 460 Mhz and Still are :)

One situation that came up a few years ago was a team using lip-readers in the crowd opposite the opposing teams bench. A reasonable scenario to use a rouge HT.

Unauthorized use I would expect to fall into intelligent gather efforts. Wining means $$$. Some people will do just about anything to gain an advantage to help win.

If the NFL is using a Part90 license? Or anything similar where they are restricted to having ## units, by the terms of their license, then they would "have to" penalize anyone using extra unlicensed radios, in order to CYA with the terms of their FCC license.

(In theory, if a licensee ignores that kind of violation, they become liable for it, so their counsel would advise them to make sure the appropriate wrists are slapped.)

The teams use UHF repeaters that are connected to the game clock. At a certain point before the ball is in play, the repeater is shut down automatically to prevent the coach from talking to the player. In theory, a coach with an unauthorised radio could talk to a player using talk around mode.

Moot issue, since they license for ~ 90 units at EACH stadium and No Way even come close to that number of RF units

LOL just ask the NEP Head Coach, and the Admin Staff........ They will fill you in on every method known and invent new ones on the spot for you..... They rewrote the Cheating 101 book. MWUHAHAHA! They got busted over similar activities a few years back. That is why NFL began using encryption in fact. And those hired cuties with binoculars cost them a cool million I believe it was?

Exact configuration in the Mototrbo repeater is a pin configuration called "Football Knockdown". Indeed tied to playclock. Using 40 bit Enhanced Privacy. TT
