Adding a delay to .ini at startup of computer for ScannerCast

During power blinks or a regular system restart, sometimes ScannerCast will start broadcasting before the USB sound cards are started and therefor defaults to the computers sound card. Is there any way to delay the .ini file for scannercast so all the usb sound cards are all started up before broadcasting? Just a 1 minutes delay should be enough.

been working on my feed computer for many years, although I see they have a new version out that may need investigated.
But It ain't broke, I don't think I'll fix it until it is ;-)
