So Windows IOT is not full windows. It actually stands for Windows Internet Of Things. in theory it would be possible to run it although currently TTD hasn't been i guess you would say developed to run on it. I honestly couldn't tell you what would be required for TTD to run on IOT and it may require a complete overhaul, Or it may be as simple is figuring out how to install it on IOT, Never the less IOT is a development platform that lacks a friendly if usable GUI
But in the simplest lest technical answer its not something that is currently available.
