Though it doesn't say that frequencies, talkgroup iDs etc. cannot be copyrighted, only the presentation of that kind of info can be?

The information is public; the presentation of it here on the web site is copyrighted. Think of it this way, no one owns the defintion of the word "copyright", but each dictionary published is copyrighted.
