Why do some states have this subforum and others do not?

The forums that have them have requested to have them and the users there show interest in them. The ones that do not have them typically have minimal to no breaking news posts. If a particular State forum feels they would like one and would use it, they can request to have it added

On request you can have one added to your state forum.
