cb base station antenna

So I decided to add a Stryker 955 hpc on the bench next to my FTDX10, my ftm500 and my anytones.. Now I need a antenna that won’t break the bank but performs, I have a deck that’s about 30 feet high I’d like to mount something on the deck railing, I sit at about 3800 feet so that should help...

Best option for indoor antenna to be used on second floor of a two story home and not to be mounted in attic? or are there any good options beyond the simple telescoping antenna which is going to be way too short...maybe not.
