#harris momentum

Can anyone explain RRS(radio registration service?) does that allow you to add a contact to a group & all radios on that group will update remotely with that new contact? Does anyone know of any 3rd party cost efficient dispatching software's that are compatible with Harris momentum /Hytera radios?
