no recieve

Greetings, I have a Pro-2022 scanner and it appears to be stone deaf. I cannot receive NOAA weather, (which is local) or anything else. I have tested this scanner on 2 m,222, 440 10m and 6m with my gear...nothing.I have opened this unit and looked but have seen only that the cell phone restore...
