on duty

I have a VX-180 VHF radio that has a menu option of on/off duty. My problem is that it's grayed out, so onlu OFF duty is an option. Was this a firmware change during the life of the radio? I believe mine is a very old radio and probably a very old firmware version. Was this added to the...
