st johns county

Is SJCFR encrypted or able to be picked up on a SDS200? I am in Jacksonville. Around the Dames Point, on the Fort Caroline side. If I am not able to hear due to an antenna issue. What would be the recommendation to be able to pick up SJCFR also? Thanks!
