This is probably very easy but how would I program these frequencies- is it a conventional system? Also, would it be analog or digital?

Very, very poor reception 24/7 in this area constantly. Garbled, and much of it unrecognizable. Has been like this for several years thus low amount of listeners in area taking place. Same issue with handheld scanners(people can't use handheld scanners if they don't work well).
