uniden nothing to scan

So I have a Uniden BC346XT, programmed on it is the trunked system for Toronto Public Safety. So I tune it to the receiver closest to me, as usual TPS-South, and it says "Nothing To Scan". Ive tried the "Nothing To Scan" section of the forums but I don't understand them. I made no modifications...
