Probably executive security details. That is what the old 158.730 was used for. Things like governor escorts, VIP visits, etc.

I have to disagree with that. I have call letters as KEV491 for exec sec & 159.15 as the input freq.for 158.73 with 100 mobiles listed.I can not find a Repeater channel for 158.91 so it must be used only for mobiles .

One time about 15 years ago when I lived in Hurst I heard some mobiles on 158.91 PL 162.2 but don't know if it was DPS or not...

That was a pretty typical DPS tone, and the legacy still exists in the 162 NAC of CLE.

Its likely this is a low power VHF body mic used in narcotics investigations. Usually less than 1 watt simplex.

One time about 15 years ago when I lived in Hurst I heard some mobiles on 158.91 PL 162.2 but don't know if it was DPS or not and I never heard anything on that frequency again that I thought might be DPS. There are a lot of other users.

There are some other frequencies they have like 159.075 that I have never heard used.
See Department of Public Safety (DPS) (TX) - The RadioReference Wiki

This freq (159.075) must be used for air to air/air to ground according to a post by Wayne on 5-7-11 under the thread DPS DATABASE CLEANUP
