City of Abilene going Phase II

The Abilene City Council approved funding to begin upgrading their EDACS system to P25 Phase II trunking.

Looks like I'll be in the market for a phase II scanner, IF, they don't encrypt

The EDACS system should remain in use probably for another 3 to 5 years before they cut everything over.
There will be some encryption, but most likely APD will be the only users.
