Double-check 453.7875, it may not be in use any more. There was an interference issue with an existing user on the frequency.

I was told at one point that this was an IP Site Connect system, but it seems to behave like a CAP+ system on certain frequencies (453.400 and 453.950). TGs that fall on those frequencies seem to "hop" between them. For example, I've heard a new TGID, 53, on 453.400
and 453.950. I've also noticed the same thing with some of the other new TGIDs that have popped up today. I've picked up at least two others that have hopped between both frequencies. Also, the TGs don't seem to have fixed slot numbers. TGID 53 shows up as being in slot 1 on 453.400, while it comes up as being in slot 2 on 453.950 or sometimes the other way around.
Here's an updated list of what I've found so far:
TGID 51: Unknown, switches between 453.400 and 453.950
TGID 52: Unknown, switches between 453.400 and 453.950
TGID 53: Grease Plant, switches between 453.400 and 453.950
TGID 60: Solid Waste, fixed on 453.2375, slot 1.
TGID 61: Environmental Services, fixed on 453.2375, slot 2.
