The dreaded encryption mode is that true can anyone help me verify that I can only hear fire open

Unfortunately, they converted over to full encryption on all the PD talkgroups a month or so ago. Fire is still in the clear.

Arlington, which went encrypted on the PD side when they moved to FWRRS & Phase II, recently switched their FD talkgroups to encrypted as well. Mesquite also went to full encryption on both PD & FD when they switched to the new GMRS system. Rowlett went full encryption also, as part of their switch to GMRS. Garland encrypted PD when they switched, but Sachse, apparently, is still in the clear.
