Good Afternoon.

I am curious about monitoring North East Mall Security in our city.

I found the link here:

https://www.radioreference.com/apps/db/?aid=3252

However, when I am programming it into my Wouxun KG-UV3D and program the PL Tone in, the radio only receives for a brief second then stops, then it repeats this process off and on.

I am able to listen to Housekeeping/Maintenance with no issues, but I feel like there is information missing from the Security listing to get it programmed into my radio correctly.

Could anyone be of assistance? Thank you in advance.

Take a look at the license data for the Security channel:
https://www.radioreference.com/apps/db/?fccCallsign=KD47621

The housekeeping channel only has analog emission types on the license, and also lists a repeater authorization,

On the other hand, the security frequency is licensed for DMR (MotoTRBO), which is a digital format. I'm way too far away to see what they are actually using, but it's at least possible. Taking a quick look at the specs, it does not appear that your radio supports DMR, but I could be mistaken.

The other thing is that the license for security is only for mobiles (handheld or perhaps in a vehicle). There is no base station or repeater on it. Also, it appears they are only licensed for 2 watts. If they are using a handheld, at 2 watts, you would have to be very close to hear them, especially if they are inside the mall itself. That would be true regardless of whether they are still still analog, like housekeeping, or using DMR. Low power handhelds would not have much range off the property.

I think I submitted those when I lived in Hurst sometime before 2005. At that time both were repeaters and both were DCS. It's probably way obsolete by now like a lot of the DFW area db listings.

They also have another license that is at the correct location.

Many older stations on the UHF low power interstitial (before rebanding) channels are licensed as mobiles and were issued 2 letter-4 number or 2 letter-5 number mobile callsigns even though they are allowed to run repeaters and base stations as long as the power output is 2 W or less and antenna height above ground (or structure) is 20 ft. or less. I'm not sure if the FCC still does this. I know they discontinued the special mobile callsigns for PLMR.
