The first Multi Jurisdictional pursuit that they have will be a cluster. I hope they have the Benny Hill theme song queued up to play in the background.

Unless they have EVERYONES channels on the console ready to patch, and the dispatcher on duty isn't a drooling idiot, it will be a disaster. Most critical incidents are over before the dispatcher figures out what buttons to push

They must not be planning to use the old metro 1 channel in new system. will get interesting though over summer midland and odessa fire kept metro 1 busy at times on mutual aid fires.

Yep. I believe I found new system. Been decoding and so far all encrypted. They recycled some of the frequencies from their pool and west Odessa sites. Shows to be a phase two system but they are still phase I. Not seeing anything in a time slot

Did the City of Odessa get someone new who push this encryption? The online scanner feeds have a delayed broadcast. What program are you using to decode, I am not receiving them, so what is the Pool Tower frequencies.

DISCLAIMER:

I am not in the know, and this info is only developed by drawing a logical conclusion. It may not be correct, but many frequencies are licensed to Odessa, and match frequencies on the Pool ans West Odessa sites they own.

Using both Pro95com and Unitrunker on two different radios.

Come up with:

System ID: 95E
WACN: BEE00
Site ID: 001
RFSS: 001

Phase 2 with Data, Voice, Registration

Frequencies:

854.96250 (Usage i - Forgot what i meant)
856.9375 (Usage Voice and Data)
857.21250 (Usage Voice and Data)
857.9875 (Usage Voice and Data)
858.4875 (Alteranate Control)
858.9875 (Alternate Control)
859.4875 (Control)
859.9875 (Alternate Control)

Bandplan shows is allowing for two time slots, but none are decoding in a phase shift at this point.

Everything is showing as encrypted groups so far. PD appears to be in TG 2XX range and Fire may be in 4XX range. (Only a conclusion based on hits and spacing of old TG)

This is NOT ALL INCLUSIVE, as found this system on Sunday, so need a longer time to log when traffic can be heavier during the week.

Best as I understand, this was a switch upgrade, as the fleet still has XTL and XTS radios, so cannot do the Phase II. Could it be coming? I do not know, and am not in the know.

We may not know more until later when the regional is finally all cut to GATORS. Will SO go to Odessa Switch; UTPB (rumored is talking to city), DPS, etc. If they do, is city going to require all encryption? Many unknowns.

I believe if one is wanting to monitor City of Odessa Public Safety, you are out of luck.

As far as pushing the encryption, Motorola still has the contract for the switch and maintenance. I think I read a story like they all say, bad guys can hear us coming, but could not give an example.

Good work, I put the new system into the database:

https://www.radioreference.com/apps/db/?sid=10197

Please also monitor the two Odessa sites on the Permian system and let me know what the new control/alternate and any voice frequencies that are now being used. I deleted the frequencies that are on the Phase 2 system from them already so we need to get accurate data, even if it will be short lived during the transition to GATRRS.

P.S. rn1nduk1, you can submit a quick update with just a copy and paste of your post if you want the credit for the new system as a submission.

Submitted. I will look at the two odessa owned sites. Need to clear out the old logs and start anew with them. I think they all have the same frequencies for now. I can still get SO on the Pool site. The control channel for new odessa site has a constant active TG on it (maybe an interconnect). IDK how the systems work, and maybe more omnilink and the site id is the factor. I let ya know

Default West University PBRIN

Can anyone decode the control channel (if can find). I am still decoding the Pool Site and noticed it is only linked to Notrees, Gardendale, and midland. I believe West Odessa owned by City of Odessa was taken down from the Regional.

I am not able for some reason to receive the Odessa system anymore. I am going to checkout my antenna and coax this weekend. I can receive the PBRPC Midland north (Gardendale) and PBRPC Midland south, so how can I help you? I need to setup Unitrunkcer again since I reinstalled Windows 10.

Site 001 for odessa is online still. You should receive it minus the public safety since odessa pd and fire went to new system and encrypted. The current cnotrol is 855.4875. I am looking if anyone gets the west odessa site. Site 001 all i seem to see on it is SO (open) and UTPB (secure) and DPS (secure) may have shrunk to three channels

I could drive to a known high spot in Midland, if I had a laptop and use Unitrunker. I will try the Site 001.
Ector County SO has 2 TGs on the PBRPC system.

Default Talkgroups changing?

Anyone notice the same? Specific to Odessa Pool Rd Site (PBRIN Site 1-Leftover frequencies). Sounds like Public Works groups changed

Good book. From this point forward, I believe I will take a good book to Thanksgiving in Big Spring, Texas. I used to hear Odessa PD dispatch late at night on the weekends. Now, Big Spring will be joining the "E" club. I give up. I am thankful I moved away from that Godforsaken wasteland.

Why would they encrypt? They must be experiencing regular theft requiring high tech coordination, because I doubt any of those meth heads could focus long enough to program a trunking scanner anyway.
