The question is, How do I program these frequencies in the scanner uniden bcd369t?. Since they already agradesco your help.

Hola, creo que el problema que tienes es que todas las frecuencias de carabineros de chile estan encriptadas segun leí, por eso escuchas el ruido. Prueba con otros sistemas trunking en tu ciudad a ver que tal lo recibes.
