This is an OTHR. Which OTHR I cannot be 100% certain, but probably US ROTHR or JORN. My bet would be towards US ROTHR.

If you had used SSB and tuned to the center of the signal, capturing the pre-tone that happens 14 seconds into your video, we could firm that guess up a bit.
