My PD just switched to p25p2. Is my WS1040 able to hear this?

If not, what is the least expensive p25p2 scanner so I can get my feed back?

If you go here:

APCO Project 25 - The RadioReference Wiki

and scroll to the "Scanner Support for TDMA" you'll find all the scanners that support Phase 2.

Out of the available options, the Uniden BCD352P2 is the least expensive, although Whistler sells refurbished units at a steep discount once in a while.

No the 1040 is not capable of phase 2. You can research the Wiki and forums here to find the capable models.

If you don't mind a used unit, take a look at the discontinued GRE PSR-800 and Radio Shack PRO-668.

They do Phase 2 and can be found in the $150-$200 range and are solid units.
