I'm hearing traffic but not well enough to figure out what this one is...a new ARTCC frequency? Can't find any mentions of this frequency in use on the east coast, here or via Google...

Hearing a ground station or just the aircraft?
Pretty sure just the aircraft, but the exchanges are so short I can't make heads or tails of who they're talking to....I thought maybe KPHL at first, but that frequency isn't listed to them on airnav.com...and it doesn't show up in the ARTCC list for any of the five surrounding Centers...
