132.100 at Sheboygan Co Memorial Airport

I heard two pilots talking about this frequency on 127.000 today around noon, but I haven't been able to find a license or what it may be used for.

Anyone have any ideas.

Thats the Chicago ARTCC frequency paired with 319.250 located near Oshkosh.
