139.3 Possible Military Fire?

Last night at about 2310, I started receiving comms on 139.9 NFM mode with a PL of 123.0. It was definately some type of fire department because they kept mentioning engines, and automatic fire alarm activations, and assisting at medical calls. I live in Richmond, VA but I posted this in the Military Monitoring forum and not the VA forum because propogation was very good down here last night and I'm not sure if this signal was coming from within the VA border. I've never heard this frequency active before so I don't really think it's from around here. Has anyone else heard this frequency active in their neck of the woods, or maybe know what base/fort it's operating out of?

Thanks for the reply. I've been on vacation for a couple weeks so I'll start listening to it again to see if I can try and pin-point where exactly its coming from.

Chambers Field is the field at NAS Norfolk.
It is on the "right side of the tracks", if you're on
the "wrong side of the tracks", you're in the brig.
Colocated with it is NAVSTANORVA. I think the
whole complex is called the Naval Operating Base.

The Navy always had confusing terms.
