I was using signal stalker on the 652 to find any frequencies I hadn't programmed yet and found

144.965 and 144.97 in use. From what little I've heard so far, they seem to be using it for dispatching EMS. But there is no listing on the FCC site.

Is this some kind of general use for EMS?

These frequencies are licensed to The Amateur Radio Service (ham radio) and would NOT be legal for an EMS to use...especially for dispatch. The TWO METER ham band runs from 144 to 148 MHz.
