146.955 mhz tone 100.0

This repeater has been on the air for some time, it continually cycles on/off. There is no listing for this repeater anywhere? It's strongest point is between Huntsville and Port Sydney. As I don't know morse code I can't read the callsign. I have never heard any activity on this repeater? Just the constant cycling of the transmitter. Anyone help me out here?
I use a Uniden, Trunk Tracker IV, handheld for reception.

Thank you all for your input, I have found this repeater. I will try to conatct the owners and see if they are aware of the constant cycling of the repeater. I usuallly just listen to commerical sites, but sometimes scan ham bands under Sevice Search in my hand held. There are some other ham repeaters in the area, but the activity on these repeaters seems to be fading?
