151.565 DPL 306 in Florida - anyone know user?

with the band openings happening a lot lately I keep hearing voice recordings on 151.565 DPL 306 saying
664 North of Heard Bridge level high
County line rd MSF UU7 level high
Island MC5 JM Smith High level

my database has small yearly hits from 2016-2021 then nothing in 22 and a bunch of audio hits in 2023, most recordings are from 2023.

radio reference has no entry for it, FCC shows some Florida users.

there is a heard bridge rd in Wauchula and i confirmed that with google earth, heard bridge has a USGS satellite level monitor, but thats not VHF.

county line rd, also has a USGS satellite transmitter in the middle of the bridge, but no VHF equipment/antennas visible

can anyone confirm who it is?

For one, FDOT uses the 565 now, so it's probably being relayed via the microwave network also, hence the vhf antennas at some of the low band sites.

I'm guessing you're picking up something in Cumming, GA, in Forsyth County. There is a recycling operation there that runs mobiles on this frequency. "Downey Green Waste Recycling Inc Dba DGR Mulch" as WRPQ456. There's a possibility that these are SCADA annunciators that are monitoring an industrial process or flooding levels around their area of operation. That's just a guess, though.
