153.755Mhz in Lower Westchester

While tuning around on a PRO-97 with a rubber duck this evening, I stumbled across 153.755 with what sounds like simple voice inversion. The signal was somewhat strong which leads me to believe it was pretty local to ZIP 10709. According to the PRO-97, it also had a DCS tone of 047 riding along. (taking this part with a grain of salt) After each transmission there was what sounded like a tone burst that sounded like a "ping"

I am trying to get a recording of it so I can run it through the computer descrambler, but am wondering if anyone may know who this is and if so -is this just voice inversion or something a bit more secure. I am taking a guess that it could be HASTINGS ON HUDSON but am not sure if this is active for them or even if they use inversion

If I remember correctly it is the PD in Hastings and they have done that for years. I also believe it used to be rolling code inversion. It's been some time and I don't often have the need to be in that area much.

Hastings on Hudson has used that for over 30 years. It was simple inversion.
