I was hearing this freq in the Houston area...the only record I could find of it was TDCJ Huntsville/Estille Units, with a PL 0f 100.0. The freq in Houston had the same PL, and was too strong to be some sort of skip from Huntsville.

In this area it is the Building channel for the Wayne Scott (Retrieve) Unit , located in Angleton.
