I think it's Lincoln County Fire Prot District in Troy, MO.
They are licensed for conventional P25 on that frequency as well as a few others.

Look at the FCC site for call sign KZR643.

I get a good signal from them here in east Chesterfield with the same NAC of 441.
I heard the same trucks talking on 151.430 NAC 444 also which is also licensed under the same callsign above.

DSDPlus is showing some encryption on 154.145 but very little compared to in the clear traffic.

I can't pick it up well from Warrenton.

154.145 with nac 441 is Winfield/Foley FPD in our county list it is OPS 1.
LCPFD#1 is OPS 4. old LCFPD#1 (158.805) is now fd & ems paging, LC PAGING.
FYI if we reference as dept name it tis analog, if we refence it as OPS # it is P25.
