I am a ff in Daggett County utah, I am wondering if I need permission to use the 154.280 frequency. Our department would like to use this as a tactical frequency. I understand it is used across the country by fire departments. Thanks

What about MURS (Multi Use Radio Service) VHF The frequencies of 151.820, 151.880, 151.940, 154.570, and 154.600

You don't need a license for ANY of those!!!

In Maryland, don't know about elsewhere, this is the Mutual Aid freq where one jurisdiction communicates with another. For an incidents somewhere near a boundary line a piece from the neighboring county/city is likely to be on the run card and you'll hear A county to B county, your engine 123 due on box.....
Anyway, if you start using it for tac then this will limit airtime for mutual aid needs for probably a 100 mile radius (the receivers/antenna setups can really pull in a distant signal). If you choose to pursue this you may want to get a written OK from every municipality within about that 100 mile radius. Good Luck.

The first thing would be to check with your state frequency coordinator. That would be the folks that will be able to tell you who is using that frequency and IF your department can use it.

Apples and oranges here. Two different services. MURS was not designed to be used by fire services nor police services. While you might be able to get by using it on the sly so to speak I wouldn't want to put any emergency personnel lives in jeopardy when some guy drives by talking to his hunting buddy etc. It might work for having a firemans fair or carnival etc. though.

154.280 is the Utah Statewide Fire frequency just as 155.505 is the Utah Statewide Law frequency. Here in Utah County, fire usually uses the frequency to coordinate the efforts of several fire agencies used on a scene. The last few years with 800 Mhz the only time I hear it is in the summertime when the wildfire season is in full swing and the BLM and the Northern Utah Interagency Fire Center agencies are using it as a common or "tactical" channel. It's doable for some of the agencies that have wildland fires out here still use a VHF radio for that purpose but I believe that, like the law statewide "regional" 800 channels they too can be patched into the VHF Statewide.
There are agencies all over Utah who use channels that:
a) aren't licenced to their specific agency or group and
b) get permission from an agency that has a specific frequency that is not being used in their area that wont conflict with or interfere with their licensed frequencies and use it for a tac or car to car channel.
I dont know how many times I've heard car to car traffic on a specific frequency that is either licensed to the State or a neighboring county or state just to not be heard by we the scanner listener. You don't see it as much anymore due to cell phones and the internet to keep the ears from hearing the juicy stuff. Maybe that may be an option for your fire department, who knows.
