I was in north central IL yesterday and heard ISP Sterling using 154.680 for routine operations, traffic stops etc. Mobiles were transmitting the standard 110.9 PL and the base was CSQ.
I was surprised to hear that, given the proximity to WSP's Madison Post which has repeaters on 154.680.
