This is a U.S. PD frequency, a Niagara county sheriff with a ctcss of 151.4 Hz. Doing a search of 154 MHZ through 156 Mhz will find a few more.

So then the transmission must be bouncing off the lake or is that what is called a skip.

Skip usually occurs at lower frequencies .ie for your scanner - at 30 Mhz through 50 MHz you can get from your location, PD, Fire, EMS from all over the states when the conditions are right, I remember a few years ago in the spring getting the California Highway Patrol (in the 40 MHz area) on a portable with only a rubber duck antenna - awesome! In your case on the 154.755 freq, it is a case of line of sight, with the flatness of Lake Ontario allowing you to get a good signal from across the lake. I used to live on the other side of the "lake" and could pick up all GTA regions on 800 MHz better than I can now being on this side of the lake due to ground clutter ie. buildings, geography. Other factors also play into the equation, such as how much transmitting power the station is using, their frequency, your height in relation to theirs and how good an antenna you're using. Hope that helps.
