I'm in Oklahoma City and I can hear State Police in Kansas City right now on this freq. Is this a kansas or Missouri S.P frequency that is used ?

I believe that is a Nation Wide Interop frequency so they may be doin dispatch on that for a while or something. In Texas they sometimes simulcast on this frequency.

FYI... used in Illinois by Illinois State Police - Department of Criminal Investigation (DCI) (aka Drug Task Force) (base/mobile)

Huh??? Where did you get both of those ideas?
Its not an interoperability frequency nationwide or in Texas and who do you hear that
simulcasts on it? 154.905 is the input to the Tx Alcoholic Beverage Commission repeaters
on 156.06.

The only one I see for the MSHP.

Is the Mobile Extender Frequency (Vehicle Repeater).
Unless you're close to the border, I doubt that would be it.
