156.000 White Tanks

I got a CloseCall hit as I was driving along the west edge of the White Tanks this afternoon. There was no PL transmitted as it was merely the CWID, not voice traffic.

According to the FCC this is a repeater that with a callsign of WPGA438.

This is apparently part of the Corrections system. In other areas 156.000 is an input for 155.115 but this license shows a repeater at this location (no input however...)

Any ideas as to the use and other details of this?

Info per SWFD-10 (2009): 156.0000 is ADOC Tac 2. There's a repeater on the White Tanks, and one on Guthrie Peak, near Safford.
The input is 154.6500. CTCSS 103.5.
