156.350 odd voice scrambler?

The past couple days I have heard what sounds like some type of voice scrambler (rolling code inversion?) on 156.350. Since this falls in the marine band, I am guessing it's some type of fishing fleet off the coast. I am located well inland and blocked by the Santa Ana mountains, so they must be running some power too! Anyone else able to hear it?

I've been hearing scrambled radio traffic for years on 156.35. At other times I've heard “Vessel Assist” & “Catalina Center” FM clear.
