I doubt KSP is going VHF since they have all them expensive UHF Astro's. It may be a new mobile extender freq.? 159.465 is a Rockcastle county (Police Freq.) so maybe they was retransmitting it to one of their officers and/or interop system? How strong where you hearing this signal? I can give a listen withing the next few days when i'm at the haz-mat building and see if i hear it.

This is licensed to the Mt Vernon Police Department in Rockcastle county which is in Post 11. It is licensed as the repeater output with the input of 156.0825. The database shows a 210.7 tone with this frequency.

All the KSP units that work in Rocastle County have 2 radios ( thier KSP radion and the second has the local freqs. ) If the unit is backing up a county SO or LEO and even FD they will switch to that ept's freq for communations. Happens all the time here in Rockcastle.

It might have been a mobile extender because I dont hear it now
nothing major was going on so I dont think they was rebroadcasting it to MT VERN pd

BTW a KSP officer lives kinda close to the house maybe he was coming home in his patrol car or leaving when I heard it
