161.220 in Santa Cruz/Silicon Valley area

I'm periodically receiving some sort of digital, perhaps encrypted, signal on 161.220 here in the Watsonville area. I've got the frequency listed as one of the Ex-SP Executive PBX frequencies -- anyone else hearing this? Anyone have any idea of what it is?
