163.200MHz analog

This morning as I went East on RT7 over Mt. Weather, I heard what sounded like an open mic. I looked at the scanner and it was on 162.300MHz (I had it programmed in from here http://radioreference.com/modules.php?name=RR&aid=1594 US Marshall's, near the bottom. I had it in search for the subtone which I should not ave for P25). the signal was dropping out some and since I was driving, I didn't get the subtone but I did see it flash for a split second. I think it may have been 136.5Hz. anyone else hear this? I heard no voice or anything else, just an open mic.

I just checked out this freq. I have it with one bar showing, no amp. It's dropping out for a few seconds at a time and there is an occasional weak beep.

yeah, odd. I had a signal from the top of RT7 on Mt. Weather all the way to Ashburn if I turned the squelch down. this is with nothing other then on a 396T with a RS 800MHz antenna.

According to some searching I did, 163.200 MHz is used by the United States Marshall's Service as "F2". I wonder if they were using it as a "bug" frequency....and no one was in the location/car that was bugged?

Prior to retirement, I worked for an federal organization that used a secondary analog channel through a low power mobile repeater as a "bug" channel. It could be that the Marshall's Service is doing the same thing and is far enough away from Richmond that it would not interfere with the P25 radio system. From what I have seen, 163.200 MHz was analog before the switched to P25. The Colonial Parkway Police used 167.150 MHz analog as a primary channel...and then switched to using P25 on the same frequency. Just a possibility.

I heard nothing other then dead air.
