163.350 PL100

I had some close call hit tonight on 163.350 with a PL of 100. They came from The Addison County area. It sounded like two VSP units chit chatting. I always thought they used 163.100 or 168.350. I wonder if the 168.350 was a misprint in the RR Database and it should have been 163.350? Has anyone else heard any traffic on this frequency?

are the pls all the same for all 3 freqs?

Every transmission I have ever heard on 163.100 and 163.350 has used a PL of 100. I have never heard anything on 168.350.
