I'm two miles from Grand Falls, NB - in Caswell, Maine.

I'm hearing traffic on 163.3750 D023 in English.

Mention is made of locations such as S2, S3, RA24.

It's not a jail or prison as far as I can tell, it sounds quite disciplined, almost like a reform school? No mention (AFAIK) of any jail/prisonlike functions.

Anyone have any suggestion?

Does it sound simplex ? or a Repeater ?
ie; Do you hear only the Base ? or both sides of the Conversations ?
